VIVA: Value Metric Project
Findings
Value Metric: The Value Metric is an evaluation framework for assessing VIVA's shared resources based on the consortium's collection development priorities
Development and Evolution: In 2016 the Collections Committee convened the Value Metric Task Force to create a tool that would translate VIVA's strategic priorities into quantifiable metrics applicable across resource formats—journals, databases, ebooks, and streaming media—and usable across various access models including leased, collaboratively owned, and open access resources. The original framework incorporated key factors such as cost effectiveness, statewide relevance, user experience, and product administration.
In 2021, VIVA reconvened a working group to align the tool with evolving consortium priorities, particularly regarding open access, accessibility, and efforts to ensure bibliographic diversity and inclusiveness across holdings, as outlined by the VIVA Steering Committee, and in alignment with statewide priorities for higher education. This revision also streamlined the framework to facilitate future updates and enhance adaptability for member institutions.
Current Framework: The current Value Metric comprises 25 metrics organized into seven categories: Statewide Relevance, Supports VIVA Values, Curriculum Alignment, Cost Effectiveness, User Experience, Product Administration, and Format Specific Criteria.
Applications and Impact: Originally developed to inform budget reduction decisions, the Value Metric has evolved into a versatile tool that addresses the Collections Committee's ad hoc data needs while fostering broader conversations and enabling deeper collection analysis.
Updates: As a living tool, the Value Metric is regularly reviewed and revised to reflect the evolving landscape of scholarly publishing and to maintain alignment with consortium priorities—as determined by the VIVA Steering Committee and informed by statewide higher education goals.
