Background

In response the updated federal ADA Title II regulations that require that public entities meet the WCAG Version 2.1 Level AA (a more rigorous standard than the existing standard) for instructional materials delivered electronically from day one of the class in which they are assigned, and in anticipation of potential statewide updates to existing accessibility law, the VIVA Collections Committee tasked an Accessibility Working Group (AWG).

Purpose

This working group will focus on evaluating VIVA purchased and licensed resources to ensure they meet the upcoming guidelines, develop workflows for review of member library resources not managed by the consortium, create a centralized space for compliance and best practice resources, and develop shared understanding for members on best practices for ensuring electronic resources meet accessibility standards. Deduplicating and streamlining statewide efforts is a primary consideration of this group. AWG will collaborate with the SCHEV LAC Accessibility working group and share findings with the consortium and interested statewide partners.

Goals

  • Review existing consortial products to determine which meet WCAG Version 2.1 Level AA guidelines.
  • Develop recommendations for resources that do not meet WCAG Version 2.1 Level AA guidelines.
  • Recommend revised accessibility contract language.
  • Develop workflows for member libraries evaluating their licensed and purchased resources.
  • Document and share resources to support member libraries in understanding and meeting updated accessibility requirements.
